In watching the UCF vs USF game, there was a kickoff where the returner touched/muffed a catch at his one or two yard line, or so. He followed the ball back into the end zone, recovered it, and took a knee. It was ruled a touchback. Why wasn't it a safety? Probably has something to do around possession. But, I thought if you touch the ball in the field of play, the ball is live.
